It's also noteworthy, I think, that the technical colleges have a crowding-out effect on the private sector. Not just private technical schools (such as DeVry), but anyone else who might want to teach something. Music lessons, golf lessons, cooking classes--these essentially recreational pasttimes are now offered by public entities, at subsidized rates, making it more difficult for those in the private sector to make a living. Besides that, I don't know what other effect these sorts of classes has on the state.
